RaQuel S. Neal is a Licensed Clinical Social Worker who has trained, coached, and consulted with organizations including government agencies, non-profits, college universities, and national private and tech companies. She earned a Master's degree in Social Work from California State University, East Bay with an emphasis on Social Justice. RaQuel currently serves as a Public Education Specialist with the University of California, Davis supporting organizational, cultural, and system change management at the state and local levels.

RaQuel promotes the Principles of Community through her gift of cultivating relationships and co-creating meaningful solutions to serve the needs of a global society comprising all people with a multiplicity of identities. As the R in LAR, RaQuel is committed to mapping the needs and strengths of policies, processes, practices, and most importantly the people to design a plan of action that promotes living into their values and vision.
